Sempronius was the first to complete his levies,and he started for his province with a fleet of a hundred andsixty quinqueremes and a full consular army. But Scipiosdeparture was delayed by a rising among the Insubres andBoii, who had attacked the Roman colonists at Cremona andPlacentia and compelled them to seek safety behind the wallsof Mutina.
