The removal of the excise dutyof one shilling per piece, which took placeabout twelve years ago, and the vast improve-ment in the manufacture of paper, it nowbeing made in any lengths required, caused acomplete revolution in the paper-stainingtrade — the difficulty of paying the dutyhitherto preventing small manufacturers fromcarrying on the business. The public have. also gained much by the destruction of themonopoly the great houses enjoyed whilst itcontinued. The recent alteration in the cus-toms tariff, by which French paper-hangingsformerly charged one shilling per square yard,are now charged only twopence duty, _ hasbrought our manufacturers into competitionwith very formidable antagonists, yet the re-sources and energy of our leading houses haveso far overcome the difficulties caused by thechange, that, notwithstanding the large im-portations of French papers, by adopting adifferent plan of production, they are enabledto compete in cheapness, and in the qualitjr ofthe goods display a honourable emulationwith their very talented rival. We are muchindebted to our neighbours, whose exubei;anceof fancy in ornamental designs seems inex-haustible ; and the skill exercised in selectionsand arrangements from French designs forpatterns for paper-hangings to suit the_Englishtaste is highly creditable to our artists.
