New Parliamentary building Portcullis House under construction on very restricted site and above deep Jubilee Line excavations.


Portcullis House, the new Parliamentary building at London's Westminster, is one of the world's most expensive office spaces and provided an extraordinary variety of design, engineering and logistical challenges and problems during construction. Constructed over the existing District and Circle underground railway and during the deep excavations for the new Jubilee Line Station and tunnels, close to the Houses of Parliament and Big Ben and other building of architectural and historical importance, adjacent to a UNESCO World Heritage Site and within the confines of a very restricted site hemmed in by main roads with 24-hour traffic, it was never going to be a straightforward project. The requirements for the designers and building was stated thus: ''The building should come to be regarded as an example of the very finest late-twentieth century British architecture, and should set a good example in terms of energy efficiency and disabled access to all parts of the building''. Portcullis House was completed and opened during 2000.
