It sure looks like hay but it's actually woodstrand mulch. The mulch is used along the newly reinforced bank of the Pilchuck River west of Granite Falls, WA to prevent erosion until new plants can take root. The bank of the river was stabilized with logs, rocks, a gentler slope and new plantings.
