OAK HARBOR, Wash. (July 13, 2017) Cmdr. Thomas Karney receives the national ensign from his daughter, Morgan Karney, during the Naval Ocean Processing Facility (NOPF) Whidbey Island change of command and retirement ceremony. Cmdr. Robert Burns relieved Karney, who retired during the ceremony, as the commanding officer of NOPF.
