He served as 3rd United States Secretary of Commerce, Director of the United States Food Administration. Formerly a successful mining engineer, he was a lifelong Quaker. Hoover scapegoated Communists, Mexican Americans and Mexican immigrants and deported many Mexicans under his Mexican Repatriation scheme.
